Senior Investigator

Howard's initial involvement in law enforcement was as a Police Officer in London, England. Seventeen years later he resigned and during the following eleven years his own Private Investigation firm grew to encompass five permanent staff, a host of sub-contractors and a client base that included financial institutions, law firms, Reuters, investigative television, and all of the main UK newspapers.

A career break led to involvement in Property Development and then the offer of employment with Copyright Control Services Ltd, a UK based company targeting a much broader spectrum of piracy mediums than the Trade Associations. Howard's brief was to obtain an in depth knowledge of Internet piracy from established staff and to use his Police contacts and background to create a department to liaise with Law Enforcement Agencies and Trade Associations worldwide to instigate legal action on behalf of clients'.

In the UK Howard suggested, designed, and ran training seminars for Trading Standards Officers in piracy investigation, perpetrator tracing, intellectual property ownership identification, and related evidence gathering and reporting techniques. The acceptance by Trading Standards and Police Forces countrywide of Howard's blueprint for correctly presented evidence caused numerous raids to take place on suspected pirates, many of whom were subsequently prosecuted.

Howard was also asked to consult on a proposed pilot scheme for Trading Standards that would include the preparation of training manuals and the structuring of short residential courses with a view to a countrywide rollout of the strategy. He still maintains contact with many Investigators, individuals from Law Enforcement Agencies, and is known by many of the Trade Associations and major software manufacturers. His innovative use of purpose made software combined with a deep understanding of piracy techniques makes him an authority in the field.

Satellite Offices

The growth of worldwide piracy and Pirate Reports workload has required a more global presence to cater for time differences and language barriers. The current satellite offices in Europe have proven very worthwhile additions to the identification and reporting processes.
